Home Equity Loan
  I own a home outright in Sacramento, Ca. If I get a home equity loan will my home be re-assessted for property taxes?

  I've never heard of reassessment after financing, but don't depend on me.  Phone your local assessor's office, which you can do without giving your name, and ask the question directly.  And let me know what you find out.
