Two on the Title

If a home has joint tenant on the title but the mortgage is in only one tenants name who has legal writes to the home?

The property is owned by the joint tenants listed in the deed.  They hold title (ownership) together.  If the mortgage is in only one name, that's the only person who is responsible for the debt.
