  Can a homeowners association of a PUD (Planned Unit Development) forclose on a home?
 
  Probably, though it doesn't happen that often.
If money is owed on homeowners dues, the association, like any creditor -- a hospital, a car dealership, whatever -- can obtain a judgment, which then becomes a lien on the real estate.  And any lien holder has the right to force a foreclosure sale at public auction.
