Owner Has No Equity

  Is it legal to borrow money against real estate in which the borower has no equity?
 
  I suppose it could be legal, but it could be pretty hard to find a lender who would fork over cash after a title search showed that the property was already pledged up to its full value and wouldn't really furnish any security.
