Appraiser Wants Repairs

I'm in the process of refinancing my home. The bank sent out an appraiser to appraise my home. His advice for repairs are ridicules.for an example.. he says there is rust on the ac condenser. which it is on the wire guard protecting over the fan he say to paint it.and numerous other small but time consuming fixes.im trying to refinance not buy, but he knows this.Do i have the right to ask the bank for another appraiser? and do I have the right to get my own? sincerely,Ron

You need to use the bank's appraiser, but you can ask for a re-appraisal by another qualified person.  Many mortgage programs are concerned with "preserving the fabric" of the property, which would explain the need to re-paint a rusted area.
